POLICY AND PROCEDURES

The Circulation/Reserve Desk is located to the left when entering the atrium of the James E. Walker Library and is staffed during all hours the library is open. The Reserve department supports the instructional needs of University faculty by providing greater access to limited resources. Access to items on reserve is limited to MTSU students and staff (currently enrolled in specific courses), faculty, and administrators. A valid MTSU ID is required to borrow materials.

To ensure that reserve materials are readily available, the number of items that may be borrowed at any one time is limited to four items.

Reserve Rules

  • All reserve materials must be returned to the Reserve end of the Circulation/Reserve desk.
  • Items not returned to the Reserve Desk by the end of the specified loan period, or by closing time, are subject to overdue charges.
  • The overdue charge for reserve items varies according to the loan type or the material: one, two or three hour loans (not to leave the building) and overnight loans accrue fines of .05 per minute; one, three, seven and fourteen day loans accrue fines of $1.00 per day; and, Vanderbilt Library access cards accrue fines of $1.00 per day.
  • Lost charges will not exceed the cost of the material plus a $20.00 processing fee.
  • Patrons who do not return items promptly may have their records flagged (registration and transcripts) and their Library privileges restricted.

Loan Periods for Reserve Materials

Reserve items may be borrowed for the loan period that is specified on each item. The various loan periods are designated by the instructor and include:

  • One-Hour Reserve: may be charged for a period of one-hour for use in the Library.
  • Two-Hour Reserve: may be charged for a period of two-hours for use in the Library.
  • Three-Hour Reserve: may be charged for a period of three-hours for use in the Library.
  • Two-Hour, Overnight Reserve: May be charged out overnight one hour before the close of business and is due back one hour after the Library opens the next day. Otherwise, the item circulates for a two-hour loan period for use in the Library.
  • One-Day Reserve: may be charged out for one day loan period.
  • Three-Day Reserve: may be charged out for three day loan period.
  • Seven-Day Reserve: may be charged out for seven day loan period.
  • Fourteen-Day Reserve: may be charged out for fourteen day loan period.

Walker Library resources on reserve may include:

Library materials that cannot be placed on Walker Library Reserve include:

  • Materials housed in Special Collection.
  • NetLibrary online books.
  • Microtext materials.
  • Books requested through Interlibrary Loan.
  • Materials from the IMR collection or the Music Library.

IMR or Music Library Materials can be placed on reserve at the LRC. For more information please contact Trish Domengeaux at 898-2751.

INSTRUCTOR'S PERSONAL COPIES

Instructors’ personal copies can include any form of supplementary materials that the instructor is using for course instruction, including:

  • Textbooks and study guides
  • Sample tests and lecture notes.
  • Magazines and periodicals.
  • Books not available within the Library’s holdings.
  • Maps, rocks, newspapers, etc.

PHOTOCOPIES OF COPYRIGHTED MATERIALS

Copyrighted materials include: photocopies of chapters from books, articles from newspapers or periodicals, a poem, a story, essay, or an excerpt from a creative work.

All photocopied material will prominently display a notice warning that the material is protected by Copyright Law (Title 17 U.S. Code.) and must adhere to the Walker Library’s Copyright Guidelines.

ELECTRONIC RESERVE MATERIALS

Electronic Reserve materials include photocopied materials that have been electronically scanned, full-text resources from electronic databases, links to websites, and Word or PowerPoint documents uploaded and saved as PDF files.

All photocopied material, in paper or electronic form, is subject to copyright restrictions and must adhere to the Walker Library’s Copyright Guidelines.

Electronic Reserve materials are restricted to currently enrolled MTSU students, faculty, and staff through licensing agreements and/or copyright restrictions. In order to access these resources users must login using their PipelineMT user name and password. If you have forgotten your password, call the ITD Help Desk at (615) 898-5345.

Password Protection

The electronic reserve item you are trying to access may be password protected. If your instructor did not provide you with the password, please consult a Reference Librarian or one of the assistants at the Reserve desk.

Accessing Electronic Reserves

  1. Access the Walker Library’s Voyager Catalog.
  2. Under the heading Select Search Type” choose “Course Reserve”. It is recommended that searches combine instructor’s name and course number.
  3. Choose the appropriate title. Titles available electronically have call numbers reading “e-reserve”.
  4. Scroll through the record until you find “Linked Resources”.
  5. “Click here to launch e-reserve” launches the Adobe Acrobat Reader and the document will be displayed.

To Load the Acrobat Reader

You must have the most recent edition of Acrobat Reader on your home computer.

Speed of Access to Electronic Reserve Items

Be aware that off-campus access to electronic reserve may be considerably slower than the response time on-campus. Factors that may influence the speed of your connection include:

  • The time of day (afternoons are particularly slow).
  • The speed of your Internet service provider.
  • How powerful your computer is.
  • The size and number of graphic images in the document being downloaded.

LAPTOPS AND CABLES

Wireless laptops and adapters are available for checkout at the Reserve Desk. The laptops and adapters have been provided through student technology funds and, as such, are only available to currently enrolled MTSU students. Laptops and adapters can only be used in the main area of the Walker Library; they cannot be used in the study room off the vestibule. The loan period per item, is two hours and they can be renewed at the desk if demand is slow. The fine rate on an overdue laptop is $0.05 per minute. The fine rate on an overdue adapter is also $0.05 per minute.

Laptops, adapters, and disk drives must be returned to the Reserve desk 15 minutes before the Library closes.

Microsoft Office is installed on all the laptops. A floppy disk or "jump drive" is needed to save any work. It is recommended that work be saved frequently. All documents are deleted once the laptop is turned off.

Upon checkout, the patron signs a form assuming financial responsibility for the laptop and its condition upon return to the desk.

  • Laptop lost/damaged - $2000
  • PCMCIA Network Card - $250
  • Floppy Disk Drive - $50
  • Ethernet Cable - $10
  • Plug and Adapter - $100
  • Battery - $200

Any borrower who attempts to leave the building with a laptop or fails to return a laptop to the desk will be denied borrowing privileges for laptops in the future.

Wireless Internet Access

Wireless internet access is available throughout most areas of the Library and in the courtyard. Personal laptops must be configured for wireless internet access through ITD Network Services.

Ethernet cables are available to checkout for students and faculty at the Reserves desk. The checkout period is 2 hours. Ethernet ports are located in all study areas throughout the library. Personal laptops must be configured for Ethernet networking through Walker Library Systems.

Printing

Printing from the Walker Library Reserve laptops is available in the Electronic Information Center in Reference. Instructions are available near the print station. Print jobs will be listed by the number assigned to the laptop. Printing is not available for personal laptops.

VANDERBILT LIBRARY ACCESS CARDS

In an effort to provide access to additional library resources for MTSU students working on research projects within their academic field of study, the James E. Walker Library will allow MTSU students physical access to the Vanderbilt University Libraries. The Vanderbilt Library Access Cards allow MTSU students free access to the Vanderbilt Libraries. This card is for access only and does not give the bearer any borrowing privileges.

MTSU is a member of the Nashville Area Library Alliance (NALA), a library consortium that includes the Vanderbilt Libraries. The combined catalog of the libraries in NALA is called ATHENA and is available through the Walker Library’s Research Gateway. MTSU students, staff, and faculty may request materials from ATHENA or Vanderbilt’s catalog by submitting an interlibrary loan request. If the material is available from one of the NALA libraries, it normally arrives within one week. There is no charge for materials received from a NALA library. Graduate students should first utilize the MTSU collection and services (books, periodicals, electronic databases, and interlibrary loan) before requesting a Vanderbilt Library Access Card.

Procedures for MTSU students borrowing a Vanderbilt Library Access Card

  • Complete the appropriate Vanderbilt Library Access Card request form, available at the Walker Library Reference desk.
    • Graduate student request form.
    • Undergraduate student request form.
  • Take the form to the Reference desk. A Reference librarian must review the form with the student. The request must be signed and dated by the Librarian before it can be submitted to the Reserve Desk.
    • Undergraduate students must have the faculty member directing their research sign the request form before the form can be submitted to the Reserve desk.
  • The completed form and a valid MTSU ID must be presented to the Reserve Desk. Vanderbilt Access Cards have a two-week loan period.
    • Only four Vanderbilt Access Cards can circulate to undergraduate students. Undergraduate students do not have renewal privileges on these cards.
    • Graduate students may renew the card one time at the Reserve desk. They must have a valid MTSU ID and the Vanderbilt card at the time of the transaction.
  • Overdue fines for cards that are returned late are $1.00 per day not to exceed $25.00. If a Vanderbilt access card is long overdue, Vanderbilt will be notified and the card will be made invalid for entering the libraries
  • The charge for lost cards is the cost of the card plus a $20.00 processing fee.
  • If the card is lost, please notify the Walker Library Reserve department immediately at 898-2538.

KAPLAN TEST MATERIALS

Kaplan Testing offers courses for individuals preparing to take Medical, Pharmacy, and Dental admission tests. The study materials for these courses are housed at the Walker Library Reserve Desk. Materials can only be used in the Library for a two hour loan period. Materials can be renewed if they are not in heavy demand by other borrowers. Individuals enrolled in the Kaplan program that are not currently enrolled at MTSU can borrow these materials using their Kaplan card and a picture ID.

MIDDLE TENNESSEE STATE UNIVERSITY RESOURCES

Certain materials that have been published by Middle Tennessee State University are considered to be in the “Public Domain” and are made available to any patron with a picture ID. Reserve materials in this collection may include:

  • The budget summary for Middle Tennessee State University.
  • Current unrestricted proposed salaries and wages. Back copies are available in Microtext.
  • Evaluations of Faculty, Deans, and Department Chairs.
  • MTSU policies manual.
  • News and public affairs publications.
  • SACS materials.
  • TBR classified job specifications.
  • TBR guidelines.
  • TBR policy manual.
  • MTSU College catalogs (The Catalog). Back copies are available in Special Collections.

PLACING MATERIALS ON RESERVE (FACULTY)

Reserve Request Forms

A reserve request form must be completed and submitted with materials to be placed on reserve. 

  • An online reserve form is available to submit directly to the Reserve Office. This form can only be used when requesting Library materials be placed on reserve.
  • For all other materials, it will be necessary to download and complete the appropriate reserve form to submit with the materials. The Reserve form for "Library/Personal Book Information" is to accompany instructors’ personal copies of books, magazines, and lecture notes. The Reserve form for "Photocopies/E-Reserve Citation Information" is to accompany photocopies of copyrighted materials in either paper or electronic format. Reserve forms are also available at the Reserve Desk in the Walker Library. 

All reserve materials, including instructor's personal copies, are cataloged in the Walker Library’s Voyager Catalog.

  • Books, journals, and solution manuals will be cataloged by their title.
  • Photocopies of copyrighted material will be cataloged by the article or chapter’s title, not the title of the source material.
  • Instructor’s handouts, lecture notes, and exams must have a title assigned by the instructor, e.g. “Chapter 1: Lecture Notes”. (Please do not include the course number or course name in the title).

Ordering Books for the Reserve Collection

If material is needed for course work and is not currently owned by the Walker Library, the material can be ordered through the Reserve Department. Please contact Ann Funkhouser at 898-2538. Material ordered through Reserve will be “rush” ordered and Reserves will monitor the status of the order. Collection material can also be ordered directly through Collection Management. Please indicate on the Collection Management Book Order Request Form that the material should be forwarded to Reserve.

To Place Photocopies or Electronic Copies of Copyrighted Material on Reserve

Items placed on “Electronic Reserve” allow students, faculty, and staff to access materials on campus through their home computers at their convenience. Electronic reserve is applicable to items only in the format of photocopies, lecture notes, old tests and quizzes, and electronic databases or websites.

  • Photocopies and electronic access of copyrighted materials must adhere to the Walker Library’s Copyright Reserve Guidelines.
  • The instructor must provide a clean photocopy of the document.
  • Documents must be 8 ½ x 11.
  • The instructor must provide full citation information; author or editor’s full name, source document’s complete title, place of publication, publisher, and copyright date.
  • No more than nine copyrighted chapters, articles, essays, short stories, poems, excerpts, etc. may be placed on reserve for a course per semester.
  • Material may not be combined in one folder or notebook. Each article, chapter or essay must be listed separately.
  • The same photocopied items may not be placed on reserve for consecutive semesters.
  • Materials received through Interlibrary Loan in a digital format cannot be placed on electronic reserve.
  • A maximum of four copies of a particular item may be placed on reserve per semester.

Processing Reserve Requests (Placing Material on or Taking Material Off Reserve)

At the beginning of each semester Library personnel usually encounter a backlog of work. All material submitted with a reserve form is placed in a queue and processed in the order they are received, generally within 48 to 96 working hours. However, if Reserve staff must pull library books to complete a request, the materials will be pulled within the 48 to 96 hour time frame and will then be placed back into the queue.

During the normal course of a semester, reserve requests are processed within 24 to 48 hours. Please remember, reserve requests are not processed over the weekends or holidays. To conform to the Interlibrary Loan Code the Walker Library will not allow books borrowed by interlibrary loan to be placed on Reserve.

Please do not assign reserve readings until your list of material has been processed and is available for use. Reserve information can be searched in the Voyager Catalog under "Course Reserves" using the instructor's name or the course number.  The same information is also available searching by author or title using "Basic Searches."

COPYRIGHT GUIDELINES

The James E. Walker Library’s policy regarding use of copyrighted materials for placement on reserve in either a paper or electronic format is based upon the United States Copyright Act of 1976. Section 107 of this Act defines rights of educators and librarians to make multiple copies for classroom use in accordance with a “four factor” test as described in the Act.

The text of Section 107 of the U.S. Copyright Act follows:

Notwithstanding the provisions of section 106, the fair use of a copyrighted work, including such use by reproduction in copies or phonorecords or by any other means specified by that section, for purposes such as criticism, comment, news reporting, teaching (including multiple copies for classroom use), scholarship, or research, is not an infringement of copyright. In determining whether the use made of a work in any particular case is a fair use of the factors to be considered shall include—  

  1. The purpose and character of the use, including whether such use is of a commercial nature or is for nonprofit educational purposes;
  2. the nature of the copyrighted work;
  3. the amount and substantiality of the portion used in relation to the copyrighted work as a whole; and
  4. the effect of the use upon the potential market for or value of the copyrighted work

Background:

The books, periodicals, electronic resources and other materials that comprise the collection of the James E. Walker Library have been acquired for the nonprofit, educational use of the Middle Tennessee State University academic community that it serves. The Library often pays a premium in the form of institutional subscriptions and multiple user licensing agreements for these resources, with the understanding that such acquisitions entitle the Library to make a limited number of additional copies for simultaneous users accessible through reserves. The purpose of the Library’s reserves function is to facilitate the creation of multiple copies of such materials for non-profit classroom use by students, faculty and other members of the academic community.

General Procedures:

Walker Library staff will adhere to the following general procedures to make sure that copies in either a paper or electronic format placed on reserve comply with both the spirit and specifics of the 1976 Copyright Act and the Fair Use provisions described therein:

  • Materials placed on reserve will be placed at the initiative of MTSU faculty and staff for the non-commercial, non-profit educational use of their students.
  • Materials copied or scanned for the purpose of placement on reserve will be in the legal possession (by purchase, gift acquisition, “Fair Use,” license, etc.) of the Walker Library, or of the instructor placing the item in reserve.
  • There will be no charge to students for users to access material on reserve. Charges for photocopies will be nominal.
  • Access to materials on reserve will be limited to MTSU faculty and students affiliated with the class through the Library’s electronic reserve system using an electronic password verification system.
  • Only a limited portion of a book or journal may be photocopied and placed on reserve. Complete books or substantial portions of materials will not be copied for placement on reserve without written permission of the copyright holder.
  • A notice of copyright will appear on the Electronic Reserve user’s screen and on copies made to indicate that the item may be covered by copyright law. An appropriate citation regarding the source of the item will also be included.
  • Copyright protected works will be removed from reserve at the end of each semester .

Because the scanning and utilization of copyright-protected materials for placement on reserve is an unsettled area of law which may be interpreted by the U.S. Supreme Court or by further revision of the U.S. Code by legislation, the James E. Walker Library reserves the right to change its policy and procedures to conform to future judicial opinion or Congressional guidance.
